A Brief Contains:
- What we are seeing — the key signals and shifts the team has identified
- What truly matters — the issues, questions, and moral weight that demand attention
- The path we should take — the decision, with criteria and trade-offs named
- The wisdom we must carry forward — practices, next steps, owners, and review rhythms
